"Application for Sewage Permit and Issuance of Technical Specification Plate Industry" issued
Plate emission unit refers to the emission unit or production facility that produces wood or non-wood plant fiber material as the main raw material, processes it into various material units, imposes(or does not apply) adhesives and other additives, and makes plates or molded products.. Mainly includes the production of plywood, fibreboard, particle board and other pollution units or production facilities. The birth of wood-based panels marks the beginning of the modernization of wood processing. As a result, the wood-based panel industry is booming, and modern wood processing technology is also maturing.
However, the waste and sewage generated during the process of making and processing of artificial panels have also been randomly discarded and discharged, causing serious damage to the ecological environment. On the one hand, this phenomenon is due to the illegal discharge of man-made panels by manufacturers. On the other hand, because of the lack of a unified national standard for the emission of man-made panels, it indirectly leads many companies to ignore environmental protection issues and arbitrarily discharge pollutants.
Recently, To implement the Law of the People's Republic of China on Environmental Protection, the Law of the People's Republic of China on Prevention and Control of Air Pollution, the Law of the People's Republic of China on Prevention and Control of Water Pollution, and other laws and regulations, and the Notice of the General Office of the State Council on the Implementation of the Pollutant Release Control Permit System(No. 81, 2016) and Sewage Measures on Licensing Administration(Trial)(Decree No. 48 of the Ministry of Environmental Protection), to improve the technical support system for emission permits, and to guide and regulate the application for and issuance of emission permits for emission permits for industrial panels. The Ministry of Ecology and Environment has formulated the National Environmental Protection Standards for Application for Sewerage Permit and Issuance of Technical Specification for the Plate Industry.
The Environmental Protection standards shall be applicable to guiding the sewage disposal units of the wood-based panels industry to fill in relevant application information at the National sewage permit management information platform, and guiding the issuing authorities to review and determine the requirements for emission permit licenses for the wood-based panels industry. At the same time, it is also applicable to the management of emission permits for emission of atmospheric pollutants and water pollutants by emission units of man-made panels. It is worth noting that other pollution generating facilities and discharge outlets for industrial waste water, waste gas or toxic and harmful pollutants discharged from man-made panels that are not provided for in this standard. Reference is made to the General Guidelines for Application and Issuance of Sewerage Permits(HJ 942).
Besides, The main contents of the standard are: It stipulates the basic requirements for the application and issuance of sewage discharge permits for the man-made panels industry, the determination of emission limits, the method of actual emission accounting, compliance determination, and the self-monitoring, environmental management ledgers and emission permits execution reports, etc.. Requirements of environmental management, proposed the technical requirements of industrial pollution prevention and control of man-made panels.
Among them, the permissible emission limit includes the permitted emission concentration and the permitted emission of pollutants. The permitted emissions include the annual permitted emissions and the permitted emissions for special periods, and the local environmental authorities with nuclear rights may adjust the accounting cycle of the permitted emissions in accordance with the environmental management regulations. The permitted discharge concentration shall be determined in accordance with the strict principle according to the national or local pollutant discharge standards. Where the permitted discharge limit applied for by a pollutant discharge unit is more stringent than those prescribed in these standards, it shall be specified in the discharge permit.
With regard to the requirements for self-monitoring of man-made panels, the pollutant discharging unit shall arrange special personnel to record, collate, count and analyze the monitoring data on a full-time basis, and shall be responsible for the authenticity, accuracy and completeness of the monitoring results. The production load during manual monitoring shall not be lower than the average production load during this monitoring and the previous monitoring cycle.
This standard was issued for the first time. It is hoped that the man-made panels and sewage companies can consciously abide by it, strive to raise awareness of environmental protection, and guard the common home of mankind.
